Just to be sure James knows why that's correct, for future reference: 
/etc/rc.conf is sourced[*] by /etc/rc, meaning its assignment statements 
are executed sequentially, so any later 'cloned_interfaces' replaces any 
earlier assignment - similarly of course for any rc.conf variables.

[*} indirectly; see load_rc_config() in /etc/rc.subr
