The apache21 port is probably intended to install Apache 2.1 rather than 2.0. It appears to have been created by repo-copy, and is presumably waiting for the port maintainer to update it to 2.1 instead of 2.0.48. These kinds of questions are usually best addressed to the port maintainer.
