svn diff for misc/rfc

I'm looking to resurrect this port. It shouldn't have
been deleted. I previously made an effort to prevent
that. But failed. This pr(1) should correct that.
rfc is like man(1) but for rfc's. It's a terminal
application.

There are 3 files attached to this pr:

1) svn diff from the day before it got nuked.
2) shar archive from after it got nuked.
3) QA log indicating it's success on 13/amd64

CHANGES

Makefile
MASTER_SITES (changes)
MAINTAINER (changes to me)
LICENSE (adds)

distinfo
TIMESTAMP (adds)

That's pretty much it.

Thanks!

NOTE: given that this was nuked maintainer-feedback is implicit.
