2.2 current, kernel does not contain NFS by default, but NFS support
has been loaded.

It looks like the sysctl chain is not being linked in properly at the time
of dynamic loading of the LKM.

Boot a kernel without NFS in it.
Start NFS by running nfsiod / nfsd.
nfsstat
sysctl -a
