With my RE hat on (but speaking for myself) I would say that RE tries
*not* to get involved with mirror operations.  I think we are a little
more like Marcel, in that we put bits on ftp-master and, as much as we
can, try to give information about the timing of upcoming releases and
when we plan to have certain events (such as release announcements)
happen.  We have certain ideas of what services the mirror sites can
provide...sometimes I admit we can be unrealistic in those
expectations, out of ignorance.

Most notably, as far as I can tell, none of the current members of RE
runs an FTP mirror site.

Personally I'm pretty clueless about the constraints under which the
mirrors (and their operators) work, the different mechanisms used to
transfer data (cvsup vs. rsync vs. ftp vs. ...???...).

I *will* agree that we're most concerned about mirror operations right
around release time (and somewhat less at other times), but given what
I wrote above, that's not a surprise, right?

As far as making things more organized, I'd say that RE would be
amenable to changes in mirror operations that were well-documented and
didn't require huge changes in the way we run our release process.
