On i386 (as I just typing this from) keyboard LEDs seem to worl though 
kbdmux is compiled into my kernel. My at home's AMD64 box (pure FreeBSD 
6.1-STABLE/AMD64) suffers from the prviously described LED OFF 
problemacy ... :-(
