Not on my systems. From /etc/rc:

                ${sshd_program:-/usr/sbin/sshd} ${sshd_flags}
        fi
        ;;

Before openSSH was integrated into FreeBSD, I used the ssh port. Then sshd
was started from a script in /usr/local/etc/rd.d, not from inetd.
