 *   be activated, to compile inn on a -current system, which doesn't
 *   have TCL in the base OS for ports backward compatibility.

I think you got this backwards.  Neither of -current, -stable or
2.2.5R have TCL in the base OS.  Please enable the patch by default
(so users of 2.2.2R or older can easily be disable it :).
