  It means that some program tried to get a file descriptor to open a
file, and it failed.  You should check the total number of file
descriptors with "pstat -T".  The display is "x/y files", where x is
currently used number of descriptors, and y is the maximum.  The maximum
should be several thousand (especially for servers and workstations that
are going to be running a lot of stuff).
