"etc/" has nothing to do with this.  Instead, you
aren't using an up-to-date version of share/mk/
files which are an integral part of every makefile
in a system.

If you need to live in a hackish world, compiling
fresh sources using stale tools (as we all sometimes
do), you still have a way to do it intelligently:

make -m /path/to/fresh/src/share/mk ...

(The standard targets like buildworld/buildkernel
do it automatically.)

Please back this change out.
