I don't know if this is what you're looking for, but I found this at
DSLreports.com in the Tools file.

Definitely speeded up my downloads over my DSL line (About three
times).  The file name is rwin98-h.reg and you can find it on the
tweeks page. Or just use regedit and paste it in yourself.
