I don't see any case where the PACKAGE_BUILDING was needed, nor why anyone would need to modify it to build now. For the some of the ports, when the file was missing and PACKAGE_BUILDING was set, it would hit the RESTRICTED check. Just build with NO_RESTRICTED if you do not want to build them. On the ports without RESTRICTED, there was also no MASTER_SITES, so the build would fail in fetch phase when PACKAGE_BUILDING was set.
