One is permission to replicate CD #1 for use in cover disks, the other is the question of give-aways for install-a-thons and whatnot. The former can use whatever's current, the latter is generally constrained by whatever stocks of "the previous product" I have on hand since I generally can't just chuck the currently selling product off the back of a truck in the name of PR unless that truck happens to be passing by an uebergeek rally or something and the promotional opportunity is just too good to pass up.
