Thus root is contained in the /etc/ftpusers file, which contains all accounts for which ftp is denied. (A little bit confusing, that a file called ftpusers contains non-ftp users, isn`t it?) If you REALLY want it, you can delete the line containing "root" in /etc/ftpusers (but I strongly recommend not to do so).
