Thanks, Crist and Ken.

I had read a recommendation of ./MAKEDEV all, but somehow overlooked
implementing it.  In this case, I followed your advice for each of
four partitions, and that resolved my issue.  

Maybe it wasn't clear enough in the Handbook:
