Yes, but while the shuttle fleet represents the sum total of US heavy lift capacity, with regards to the ISS Columbia wasn't doing any heavy lift -- at most, it was doing other heavy lift in lower orbits which would otherwise have been done by one of the other shuttles which *was* (is) doing heavy lift for the ISS. So, losing Columbia is a loss in the overall US heavy lift capacity.
