This PR is as valid today as the day it was originally submitted. We don't close accurate PRs that are technically possible to fix. However, the core issue is swills, a member of both the ruby team and portm= gr doesn't "consider [this to be] a major [problem]" (paraphrased). This is absolutely something the portmgr should be enforcing. I'm going to figure = out where this is documented and if necessary get it documented so there is some traceability here.
