"Knowledge, Technology and Policy" is publishing a theme issue on "Open-Source
Software". The deadline for submissions is 1 October 1999. As Netscape, Linux,
FreeBSD, Apache, GNU and Samba are now ubiquitous, provocative questions arise
and are invited for analysis:
--Why should universities patronize commercial software when open-source
software is more congruent with the ideal of open, shared knowledge?
--Can you make money giving away your product?
--Can open-source software development be managed efficiently?
--Can open-source methods produce feature-rich software?
--Which is more reliable and better supported: open-source or commercial
software?
--How and why do open-source development efforts fail?
--What are the legal intellectual property problems?
--What are the ethical problems?
--Is the software industry headed towards a death struggle between the 30-year
old counter-culture that spawned the Internet and the  3000-year commercial
culture most comfortable with products that sit quietly on shelves?
