I had the same problem a couple of days ago.  I took the next best 
bourne compatible shell installed on my system (in my case bash2 from 
ports), moved it to /bin/sh, then booted into multi-user, cvsup'ed to 
the latest sources and eventually rebuilt and reinstalled /bin/sh.
