What is the SGML tag to link to a section located in another
chapter.sgml document?

Example:

<para>FreeBSD offers excellent protections against users of a server
gaining
unauthorized access to data. File permissions and Mandatory Access
Control (MAC) (see Section 10.11 of the FreeBSD Handbook) prevent
unauthorized third-parties from accessing data[...]
-----------

I would like "Mandatory Access Control (MAC)" to be linked to the
correct chapter of the Handbook.
