619 (assuming you're talking Windows PPTP client), in my experience,
is typical of a firewall involved somewhere breaking GRE (IP protocol
47).  Permit GRE and it should work fine.  If that's not the case, if
the client is behind NAT, the remote side's NAT device could be at
fault.
