If you install scons with NO_INSTALL_MANPAGES and the plist will be broke?  
I haven't check, just a guess. Because I don't see anything that stop from  
setup.py to install manpage. Honestly, I don't see there is any point to  
try to make port to use NO_INSTALL_MANPAGES but that's my opinion.
