You probably have an I/O port conflict, and/or memory address conflict.
Try using Digi's DOS "digimmap.exe" program. It is on one of the 
floppies that they supply with the card. It should tell you what
memory address are availble to use for the Digiboard.

BTW, all of my 27 hosts using PC/16e's are set to either 0x320 & 0xd0000
or else 0x320 & 0xa0000.
