I think that's a good idea.  I had the same thought this morning,
envisioning a co-lo scenario where one might not want to accidentally
go home while an fsck is still running.  (I know, there are various
reasons a problem like that is extremely unlikely, but a bit of
paranoia is a good thing in sysadmins).

A global option like that in a place that's frequently checked when
configuring a machine seems sensible.
