  Log:
  Protect ipx_pexseq with the IPX PCB list mutex.
  
  When processing socket options against IPX PCBs, generally protect
  PCB fields using the IPX PCB mutex.  Where possible, use unlocked
  reads on integer values to avoid locking overhead.
