They can include the JRE on the CD, and we even have one for you to use.

(Legally, with absolutely no problem.)  We can even bundle it with the
base OS *except* for the requirement that anything in the base OS must
be compiled from source (a requirement I agree with), and that isn't
going to happen anytime in the near future.  :(
