Linux distributions which use lilo have extra restrictions on how they can be booted; having a separate /boot makes this easier. FreeBSD doesn't need to do this, but there's no reason you couldn't make a /boot partition if you wanted to. As someone else pointed out, FreeBSD 5.0 keeps its kernels in a /boot directory.
