It should be a fairly trivial task to build a small board that
automatically does this for any ATX PSU/MB.  The simplest would be a
relay or transistor that shorts the soft-on switch unless the PSU's
main 5v rail (or power good) signal is active.  (This does mean you
can't turn the machine _off_, without pulling the cord, but servers
are always on anyway.)  With a bit more logic, it should be possible
to rig it so that the machine will stay off if told to power off, but
automatically turn on when mains power is applied.
