I'm not sure whether it requires just the headers or kernel sources beyond that. The lsof/Makefile explicitly checks for sys/kern/kern_lockf.c so the port is definitely looking for more than the headers. If you want to save space, you should probably be safe checking out just /usr/src/sys.
