Huh?  Why does one want to commit key files?  
Also, binary files in CVS are bad.  I know they [might] be tolerated in
www/, but not elsewhere.  What is the extent of this change?

Reviewed by who??

I see this is to allow them in src/share/examples/diskless/ ?
These files should be uuencoded like everyother binary file in src/
