The setc.* and other files are just tarballs broken up into byte-size
chewies so they'll  fit on a floppy.

cd <some_directory>
cat <path_to_setc_files>/setc.* | tar xzf -

You could also look in the mail archives on www.freebsd.org; login.conf
has been posted several times.
