I tried reboot and shutdown -h > now, and in both instances, rc.shutdown was ignored. This appears to be a known problem. People have recently done a lot of talking about shutting down, and this was mentioned. They've more or less stopped now, so maybe somebody will fix it. If you enter a PR, it will help.
