I had exactly the same problem and the culprit was a FAT file system mounted
under FreeBSD. Just removed that mount and everything was fine.

By the way, I did not use FIPS. The first hard disk (wd0) was 
entirely devoted to Win95 and the second (wd1) to FreeBSD.
I was mounting wd0 as /win95 on wd1.
