Further, both cities benefited from being exempt from conventional bombing so the effects of the A-bombs could be studied. So did the other two possible targets, Kokura Arsenal and Niigata. Kyoto was initially chosen as a valid military target, then exempted from actually being used because of it's religious and historical significance to the Japanese, but left on the list of cities not to be bombed. > Shall we then call the US armed forces terrorists?
