Apparently, it's still a thing:

ftp://ctm.berklix.org/pub/FreeBSD/development/CTM/

with occasional email on the ctm-announce mailing list. The latest dump is
from yesterday.

Having said that, this seems to be a prime candidate for 'make it a port'
if I've ever seen one.
