What release of FreeBSD are you running? From a 2.1.0-STABLE system:

gary@palmer:~> arp -a
master.my.org (10.0.0.1) at 0:0:c0:5c:46:8e permanent
gary@palmer:~> tcpdump ether host 0:0:c0:5c:46:8e
tcpdump: listening on ed0

Seems to work fine for me!

Do you have something weird happening in your shell to affect the
command? That command looks right to me...
