No, it should include all the fixes which are required and not include
any which are not required.  Our version of GNU awk was 3.5 years old
and it has changed dramatically in the meantime.  One of the changes is
locale support, which I assumed meant that many (all?) of our localisation
changes are no longer required.  As I wanted to be sure rather than just
assuming, I posted to committers asking for it to be reviewed.  After a
decent interval, I took the lack of any reponse to indicate that either
the code was OK or (more likely) no-one was particularly bothered.

If this is not the approved way to propose changes, I apologise.

See above.  Presumably it's safe to assume the author reads committers? :-)
