The guy was having trouble getting his Floppies working. So, if he needs to format it to get it to work, then he needs to format it. Regardless of how you read the text. He seemed to be wasting more time trying to write floppies with defects than he would have by running the format. It formats out to 1,457,644 bytes. That is what he needs. He was seeing less than that, until later.
