You missed my point ... what commands are you giving when you say
you are "trying to get this working" ???
And ... how did you set up your isppp0-device ?
And what did you do so far to get it running ?

Maybe the logon failed due to authorization-failures due to wrong
sppp-settings on isppp0 due to no setup of isppp0 at boot time or
something else.
Here are really details needed:
  How do you ifconfig your isppp0 ?
  How do you setup your isppp0 with spppcontrol ?

AFAIK /etc/rc.conf has no spppcontrol-calls (i am running 2.2.6).
Maybe you are calling /etc/rc.isdn somewhere else at boottime.
