In 2.2.5 days IDE CD-ROM support was rather hit and miss. Check that
your CD-ROM is not jumpered as slave on the second IDE channel when
there is no master.

If that doesn't work then the best solution would be to get a more
recent version of FreeBSD (3.x) but if that's not possible the only
other suggestion I have is to install from a DOS partition.
