IMO, a Linux driver can be used as the docs you usually don't get from the manufacturer, we now have a case where even the Linux driver does not give all the needed information necessary to get a stable FreeBSD driver. You then have to write a new driver unless you like a GPL'd one. Even then, you will have to rewrite much of the code to adjust for another driver interface, kernel routines and the general idea of how a driver has to be written and to look like. When the driver is written, you'll need access to two sides of the PRI either as a simulator or as a real line from a carrier to debug and test the driver and to put it under (heavy) load. This is the real expensive part of the task.
