:	copyright is the result of laws passed by congress.   logic,
:fairness and consistency enter into the process while trying to get
:enough votes to pass the bill into law, not while the bill is being
:drafted, or being reviewed by committee.

Copyright is not congressional law.  Copyright is written into the main
body of the Constitution.
