If the ASCII source, `/etc/login.conf' doesn't exist and you installed the sources, as root try cp /usr/src/etc/login.conf /etc/login.conf /usr/bin/cap_mk_db /etc/login.conf If `/etc/login.cong' exists, as root try rebuilding the indexes with /usr/bin/cap_mk_db /etc/login.conf which should create `/etc/login.conf.db'.
