Hi Rick,
	dhcpd.leases is the database file used by dhcpd to store
lease information. On FreeBSD, it's stored in /var/db. Just do a 
"touch /var/db/dhcpd.leases" at the command prompt and it should
solve your problem. "man 5 dhcpd.leases" for more info.
