I have been check the directory that /var/mail/.*.pop and deleted all the files with this form .(username).pop to free some space. I'm not sure how this affected the mail system but now all the user are getting this message. "-ERR Flush of temp pop dropbox /var/mail.campble.pop failed" It's there way to fix it.
