Try xterm instead; netscape requires quite a bit of thinking and
bandwidth. IIRC, the order was correct:

local% xhost +remote.ip.or.name

(for [t]csh)
remote% setenv DISPLAY my.local.ip.or.name:0

Depends on what kind of bandwidth you have.
