I had *exactly* the same problem.  Turns out the install documentation is
wrong: instead of:

c:\
	\freebsd\
		\bin\
		\games\
	
...and so on, you need:

c:\
	\bin\
	\games\
	
... and so.  Or at least, it all started working when I moved all my
directories there.
