What was the value of your CVSROOT variable when you did the check
out?  This may be the cause of the problem.  It should be /home/ncvs
on all machines, and /home/ncvs should be a symlink to where ever
ncvs is mounted.

If this is not the case, I think I know what is causing the problem.
