Actually, the original purpose of the change is to always print the:

Trying build of foo even though it is marked BROKEN.

which was suppressed on ports that were BROKEN but supplied their own
pre-everything target.  As a side-effect it makes pre-everything: a
fatal error because there will always be a (possibly null)
pre-everything:: target in bsd.port.mk.
