Subject:   Apache refusing to listen 81

I am trying to tell Apache2 to listen on port 81
with
Listen *:81

Even if I comment out Listen:80 it still listens on 80.

After starting Apache, telnet 127.0.0.1 81 fails with Connection Refused.

My listen is
Listen *:80
Listen *:81

I have no firewall on the machine. No errors in httpd-error.log.
